I like it!
Except I'd make it a Creeper: "If you have this card on the table at the start of your turn, then before drawing you must give a card to each other player in the game. Cards from your hand go to their hands; cards from your table go to their table. If you run out of cards early, this requirement is ended and you continue to the Draw."
