There are a few decisions you have to make when it's not your turn.
The most obvious is what to discard when someone plays a Hand Limit;
others include I Need A Goal and Taxation.

Ironically, this is the exact opposite of Andy Looney's Game Design
Principle Rule #8:

"I don't like having to pay attention to the game during other
players' turns."
