Sounds like "Counterspell" to me.
I've heard some hardcore Fluxxorz say that Counterspell (and other Instants) actually break the game, and they vehemently defend their positions.
At least, that's what I heard.

Play this card only when another action card is being played.
That action card does nothing and is discarded, but still counts as a play.
