All plays are made as quickly or as slowly as each player wants, but when you're out of plays for a round you have to put a finger on the deck and wait until everybody else is done before go to the next turn and start drawing. At the end of each "turn", all limits take effect on all players. If you fulfill the current goal, you have to say "goal!" before somebody covers it with a new one.
