I'm in favor of a strict ruling on the Hand Limit rules--the current player does not follow the limit, and does not have the option of following the limit at will. What I think could be fun, though, is Yet Another New Rule that allows the breaking of that rule. Something like "Willful Observer" or "Conscientious Assenter": "The current player may choose to follow the existing Hand Limit at any time during their turn. They may discard down to the limit as many times as they like, provided their hand exactly meets the limit after discarding."

You could pair/oppose it with something that allows the violation of the Keeper Limit during the current player's turn. (Or is that the way the game is played now? I don't have a deck at work....)
