That is correct.
I think the sentence you refer to is there so people don't try to re-distribute the pieces to where they were stolen from.

Once you steal a piece, you treat it just like a piece from the bank, right? It goes to the counter, it counts against busting, and if you bust you put it back in the bank. For some reason, possibly a headache, the parenthesized sentence about not returning a stolen piece to its former owner seemed significant in a different way.
