I understand the confusion... "anyone" could technically mean that if you find another player with less keepers than you, then you have "more keepers than anyone." However, in basically all contexts of English speaking, "I have more than anyone" means "I have the most." Just like if someone said "I am better than anyone" you would think they were saying "I am the best," not "There is someone out there whom I am better than."
Interestingly enough, if it said "if anyone else has fewer keepers than you," instead of "if you have more keepers than anyone else," then it would mean the other thing.

It seems clear to me. I mean it does say "If you have more/fewer keepers than anyone else..." meaning that if you are the one that has the most or fewer keepers then you are the one that draws the extra card. I think the word "anyone" is refering to anyone in the group that is playing, and if you just look at their keepers then you can clearly tell who has the most or the fewest keepers. I do not see how this can be confusing?

If you wanted to be correct in logic terms, it could be worded "If you have
more/fewer Keepers than each other player...." but a little common-sense
thinking (even if it isn't 100% spelled out in the wording) and "spirit of
the rules" would lead to the intention of the rule and how it is meant to be
played.
