If you wanted to be correct in logic terms, it could be worded "If you have more/fewer Keepers than each other player...." but a little common-sense thinking (even if it isn't 100% spelled out in the wording) and "spirit of the rules" would lead to the intention of the rule and how it is meant to be played.

I think the word "anyone" is refering to anyone in the group that is playing, and if you just look at their keepers then you can clearly tell who has the most or the fewest keepers. I do not see how this can be confusing?
