Even during the discussion about Draw/Play, I got no impression from anyone that any rules other than those two had to be done in any particular order. Everybody I've played with has by default done Draw, Play, then "everything else" as they saw fit. As long as all the conditions are met by the end of your turn, everything's cool. Of course, that reminds me of one of my favorite combos: Play All, Hand Limit 0, Rules Reset.
