Way back when in Fluxx 1.0, this was implemented as a New Rule called "Eye Bonus". If the rule was out and somebody had the Eye keeper in front of them, during that person's turn they could look at the hand of one other player. This didn't turn out to be very powerful or useful. Unless you have "Trade Hands" it really doesn't help you much to know what is in another's hand. Also, many players frequently forgot to use the ability, since it was pretty rare for both cards to be out at the same time. The Eye Bonus card was removed after the first edition. -- Elliott C.
