I've been playing Fluxx since 2.0. While I haven't added any personal cards to Zombie, Martian, Japanease or Monty Python Fluxx, my standard Fluxx deck is nearly 2x it's original size from my additions. If you google fluxx, you will find several sites that list additional cards you can make and add.
I'm into Sci-Fi so many of my additions are based there. For Example:
Goal - Hitchhickers Guide to the Galaxy
New Keepers - The Towel and The Book
Goal - Heavenly Bodies (3 Keepers to Win)
Existing Keepers - Star and Moon
New Keeper - The Red Planet (Mars)
Goal - Beetlejuice
New Keepers - The Red Planet and Sandworms
Goal - DUNE
New Keepers - Sandworms and Spice
Your imagination is the Only limitation.
New Goal - Where are the Cops?
Keepers - Coffee and Doughnuts
Action - Communist Manifesto - Take every players hand and redistribute equally, Take every players Keepers and reditribute equally.
Rule - Go Away - No new Players may join game while this card in play. (Not a real nice card)
Action - Remove a Player - One player is removed from the game and their cards placed in the discard pile. ( I've only ever used this one in Tournaments, definitely NOT a nice card)
Rule - 1=2 and 2=1 - Every 1 in play is now a 2 and every 2 in play is now a 1. ( Really for experienced players)
Rule - Caffine Bonus - The player with the Coffee Keeper in play gets +1 to all rules in play. (Again really for experienced players)
Again use your imagination, I'd be willing to share more if you want. As I mentioned my Fluxx deck is huge with new Goals, Keepers, Rules and Actions.

Subject: [Fluxx] New member
Hello all, I'm a new member to the Fluxx card game list. My son (aged 7) and I love Zombie Fluxx, and recently ordered Martian Fluxx. We also ordered several of the add-on cards for Zombie, and made up a few of our own. Has anyone else invented cards? We'd be very interested in hearing about them.
Below are the new cards we invented. We've only tested them in one game, so more revising is almost certainly in order before we add them to some permanent Blanxx cards.
Keeper: Miss Cleo
When active, Miss Cleo links you psychically to another player of your choice. All of the linked player's active Keepers and Creepers are simultaneously active for you as well, and can help or hinder you, including winning or preventing a win.
Action: Mutual Destruction (or "Murder/Suicide" for the more sinister-minded)
For each one of your active Keepers you voluntarily discard, you may choose any other active Keeper on the table to be simultaneously discarded.
Keeper: The Dog
The Dog negates the effect of "Dead Friends," and also chases The Cat to the person on your left.
Keeper: The Cat
When in play in front of you at the start of your turn, The Cat chases one Creeper of your choosing to the player on your left, after which The Cat runs to the player on your right (unless that player has The Dog, which case it stays put). In games with only two players: after chasing away a Creeper, the cat runs & hides (and becomes inactive) for the next full round of play.
