I interpret this as follows: Basically every player goes into a drawing loop (1 minimum) that stops whenever the statement "The number of cards I have drawn is at least twice the number of creepers I have" I say "at least" because there's no requirement to put some drawn cards back if somehow you lose some creepers during the drawing process... and also you still get to draw 1 even if you have no creepers.
