[Fluxx] Another Star Fluxx question: Distress Call

The Distress Call action says:

All players draw 1 card from the deck.

Anyone with a Creeper then draws additional cards until they have
drawn 2 cards for each Creeper they possess.

How many cards does a player with 1 Creeper draw in total for this action?

I thought it was pretty clear that "until they have drawn" meant
"total for this action", i.e. a player with 1 Creeper would draw a
total of 2 cards. But everyone else at the table seemed to think that
the two sentences were to be treated separately, so a player with 1
Creeper would draw 1 card and then 2 more cards for a total of 3. My
thought was, if that was the intention, why wouldn't it just say
"Anyone with a Creeper then draws 2 more cards for each Creeper they
possess"? Is it just worded that way to account for drawing other
Creepers along the way?
