It sounds quite interesting, the basic idea of "losing Fluxx".  There
are losing versions of many games, such as cribbage, checkers, etc.  I
even experienced a "reverse Bingo" recently (at our elementary school
PTA fundraiser) -- everyone stood up, and if you had any called number
on your sheet, you sat down.  The last one standing won.

I did a form of that myself, with my "Something Completely Different"
MPR anticipation pack.  One New Rule, Winner Shoots Self, says that
when a player fulfills the Goal conditions, or if an Ungoal is
fulfilled, then the actual winner is the player whose turn it is
(unless that player also fulfilled those conditions, in which case the
winner is the player whose turn comes next).  Another Rule, Donate
Keepers, requires Keepers to be played in front of other players, not
yourself -- this makes it a lot easier to force someone else to win
during your turn.

Your ideas sound like a good Meta Rule card.  Try it out and tell us
how it goes!
