Go for it!  Add the German translation to the wiki.

Not sure about #1, but as for #2 I would say the Icehouse Wiki is the place to "publish" with a link to the wiki age on BGG.  That has been the route taken by the two kind souls who translated Penguin Soccer to French and Spanish. 
 
Which leads to your second point (#2b?).  Based on the Creative Commons license tha most "community" Icehouse games use, you are free to translate as long as you are not selling the translations, and crefit the designer.  But check the specific licence on each gamepage.  Personally, I was thrilled to have people translate PS, both the guy who asked in advance, and the one who just went ahead and posted.

I just started to get into Icehouse-Games.

I want to have the rules for my favorites in German, because it will make it easier to find opponents.

I already started to translate the rules for Alien City..

So here are two questions for you:

1.       Are there any rules for Icehouse Games available in German?

2.       If I translate the rules for a game, where should I publish them? BGG? Icehouse Wiki? Do I have to contact the designers to ask them for permission?
