You must draw from the deck before playing any cards.
But 99% of the time it'll make no difference. It's almost never a correct
choice not to do it that way anyway.
You did read the LiveJournal post Andy posted right?
He has pretty much said that you don't have to draw as the first
action of your turn.
Someone else was trying to come up with a card that would force a
person to draw before playing any cards.
This was my suggestion for that card.
