Regarding the separate goals thing, I actually have a New Rule card that does something like that. Here's the card's text:

Discard the current Goal.

When a Goal is played, that player puts it on the table in front of him or her and discards his or her previous Goal, if any.

You win if you satisfy your own Goal.

With this, the separate Goals are public, and they can change. But it's the same idea. And if the Separate Goals card gets discarded, you're back to normal old 'meet the overall Goal' Fluxx.

I also have Double Feature/Trouble/Major (the name changes depending on which deck it's in), which is similar to Double Agenda, but you have to meet BOTH Goals' requirements to win.

Of course, all three Goal modifiers are contradictory. (It could could be argued that Separate Goals doesn't entirely contradict Double Agenda or Double Feature/Trouble/Major, but it's more consistent within the rules of Fluxx to disallow it.)

The alternative would make it very very hard to get three wins with Zombie Fluxx and Monty Python Fluxx.

There's also yet another variation you could do. Separate all goals (and un-goals) before the game. Shuffle them, and deal one out to each player, face down. For that player to win, they must meet that specific goal. Other players cannot look at your goal, and you can't look at theirs. This will likely result in a longer game, and give yet another twist to people's playstyle.
