Is the interesting tactical decision whether to call Master or Mondo (and the effects that has on the game) more or less desirable than the effect of turning every turn into a Mondo? Every turn is Mondo has other interesting effects, like increasing the participation of players whose turn it isn't. It increases the interplay of Mondo-guess as risk with the rest of the game. It increases the cooperative feel of the game. I'm really not sure that it's better, just that it's interesting to consider. Oooh...one nice side-effect of the abstaining from Mondo rule is that it allows a player to walk away from the table during other players' turns without disturbing the game. They can simply declare that they abstain from all Mondos while they're away. Andy will presumably appreciate this.
