The purpose of the IGDC is to encourage the creation of fun new games.  It is entirely appropriate to post your game to the wiki for pointers and playtesting before the submission date.  However, on the date of submission, the wiki page will be locked and judging will be based on its state at that time.  So if your game isn't ready for submission, then don't submit it, but anytime is a great time to post a new game, or game idea, to the wiki.
