(Also you could make the "soft zeroes" into "soft ones". Or don't; but that makes them have a bit larger effect on the outcome. The system isn't so unstable that any of these changes (soft ones or zeroes, the range of allowed votes, whether or not to allow fractions) will ruin things, mostly it's just that the rules need to be decided clearly so that we don't need to argue them after the fact.)
