The template the Magi is talking about is a "fill-in-able" MSDoc sort of webpage template. We were looking at it for possible use on the Looney Labs edu-pages. Those pages (and the template Magi put together for it) are currently on the back burner of Looney Labs - they don't have an educational coordinator right now.
Scott's right though - the template they're talking about is different than the template Magi's talking about.

There is already a lesson plan template for Looney Labs. I made it and
shared it last year.
If you're doing a wiki, may I suggest "wikiplaces", they are providing free
space to teachers. They had quite a few spots left when I snagged two for
myself (one for professional development type stuff, and one for my students
to use).
