I am certain that the intention is: if no one has Zombies, nothing gets eaten. (Correct me if I'm wrong!)

This shows the difficulty of writing game rules. It probably didn't occur to them to that this could be a question. A future printing could explicitly address this on the card.

Eaten By Zombies says that the player with the most zombies loses a keeper, and if it is a tie, ALL the players with the most zombies lose one. What if every player has the most zombies, and the greatest number of zombies is zero?

As written, it seems that everybody loses a keeper, but it sure feels wrong for everybody to have a keeper eaten by zombies that don't exist.

Thoughts?
