True, but there's a slight difference between basic rules and now-it-a-part-of-the-basic-rules when it comes to new people learning it. "Oh, this is the basic rules." "Yes...and so are these now." Not only that, but like itw as pointed out, it would free up some of that precious real estate ont he bottom of the cards there.
