I like "core rules" to refer to Basic + Meta Rules. For the others, I personally am opposed to keywords in Fluxx. But other people are free to do what they want in their own games.

True, but there's a slight difference between basic rules and
now-it-a-part-of-the-basic-rules when it comes to new people learning
it.

"Oh, this is the basic rules."
"Yes...and so are these now."
"Oh."

"Where's all the rest of the cards?"
"What do you mean?"
"All those cards you said were the basic rules...."

Not only that, but like itw as pointed out, it would free up some of
that precious real estate ont he bottom of the cards there.
