I just read paizo's Agreement and they basically say that you can't publish a game for Stonehenge unless you first publish it on their library, so it seems (if they have a legal right to enforce it) that a Ice-Henge game is not possible even if published on the icehouse wiki.
And by submitting the game to their library you give up your copyright on the rules... Here's an extract:
"3. Agreement to publish
The rule set must be submitted to the
Library prior to any other publication. Paizo may publish the rule set
on the Library, where it will be freely available. The rule set may be
subsequently republished on other websites or in other publications by
parties other than Paizo, but these publications and websites must
provide the rule set free of charge and without restriction. Subsequent
publications may use the PDF version of the rule set as published in
the Library."
And:
"5. Agreement not to contest
You agree not to contest ownership of
the submitted content. By submitting the rule set under this agreement,
you are freely transferring the copyright of the rule set to Paizo.
Paizo retains the sole discretion of whether your rule set will be
posted on the Library, and whether it can continue to be published in
any form. Paizo may subsequently modify and/or republish it in any
form, including as part of a commercial product."
