Personally, I've always read the Catapult to mean your own turn since there are normally no cards in Fluxx that can be played out of turn sequence (i.e. during someone else's turn). The Catapult actually reads "once per turn" which means *your* turn (cf. weapons in Zombie Fluxx).

So far as Finger of God is concerned, I would call it a legitimate play if someone repeatedly used and played the Finger of God since it does not have the limiter of "once per turn" on the card. Yes, with Play All it could potentially mean someone could happily purge themselves of their Creepers, but then such is Fluxx and if someone is clever enough to spot that tactic in order to win then power to them. ;-)

Anyway, that's the way I see it.

Likewise, I think it's the Finger of God that lets you smite (discard)
a Creeper, and then it goes back into your hand.  If the rules are
Play 3, is there anything to prevent someone from playing FoG,
discarding a Creeper, playing it again, discarding another Creeper,
and playing it a third time, then discarding a third Creeper, taking
FoG back into his hand and thus finishing his turn?
