I considered that, Carol. But that would make the Limit cards a very unusual exception. Everything down to dealing out three cards at the beginning of the game is written on the cards. Also, the mechanics of Hand and Keeper Limits are not written in the rules insert.

The Rule is "Hand Limit 2."  The "paragraphs" in question are explanations of that rule. The paragraphs are not the Rule themselves.  Only explanations of what the Rule means.

Therefore, since the Rule (which is the same as the card title) says Hand Limit 2, that's what I'm either following or ignoring.  Not flavor/explanatory text... the Rule itself.

However, let me say this once again.

Nowhere does it say that the turn player should discard down to 2 cards!!! So there is no rule to ignore or not ignore. The turn player cannot apply the Hand Limit to himself during his turn.
