The rules of Fluxx are clearly printed on the basic rules card, and may be modified by any new rules played. This, IMHO, is one of the strengths of the game.

Eeyore (you posted while I was writing this): I consider the rule insert to be the fundamental rules. In any game, a rulebook will present the bare-bones, getting-started rules, from which all the cards (etc.) expand.
