Hand Limit 0 is definitely my least favorite card, but especially when
combined with draw 1. It puts the game into a mechanical, no-decision
phase just waiting to get to a card in the deck that restores things.

While all hand limits have a similar "replenish the draw pile" effect,
the others at least give players the chance to save a card that will
kill the limit and make the game interesting again.

I especially dislike it when I'm teaching Fluxx to a new group and
someone plays Hand Limit 0 very early in the game. That gives a bad
first impression in my experience, ("I just pick up the next card and
then set it down?").

Maybe I'll start plucking that card out of the deck when I'm teaching
Fluxx to someone new.
