FWIW, you can get cheaper "proxy" cards than PlainCards by hunting for dead product lines at Potomac Distribution. A quick search and I found these:
http://www.potomacdist.com/list.asp?code=1510
...in particular, this box:
http://www.potomacdist.com/detail.asp?ItemId=shadowfsbb&a=

432 cars, brand new, with pack storage boxes to spare (36) and a larger (flimsy) storage box for $19 (23¢ a card--hard to beat, for brand new cards).

Obviously, it helps if you have another reason to buy some serious bulk from them (your favorite new Clix expansion, maybe?) because their minimum order is $150. But it's never that hard to setup a group buy, if you have other friend into collectibles.

Of course, you go here, and get bulk commons for about 8¢ each:

...with no minimum order. Hmmm....

Like Carol mentioned, commons do make a good proxie for other games.  I keep meaning to find some place where i can buy bulk commons on the cheap for this very reason.
