Well, actually, it wasn't an option in the first place. When Andy wrote the card, he didn't intend for there to be discarding during the turn.
Further, in Fluxx, every "if" situation is an "if and only if" situation, as the nature of Fluxx is that one may perform only actions written on the cards. That's why the Basic Rules spell out even the obvious shuffling of the deck, and why every keeper tells you exactly what to do with it.
