To expand on that thought: We're looking for participation beyond those submitting games. If every voter is a submitter then we get a 1:1 ratio, but still zero exposure outside of this small community.
An election where only the candidates vote is a direct democracy (and you might as well not have the election). What we want is a representative democracy where everyone contributes their opinion, not just the insiders.
